Nick FIX RBS

The plugin fixes two serious bugs with player nicknames in CS 1.6 (nicknames containing the + and # symbols).
The first bug caused player names to display incorrectly in menus. For example, the nickname +c appeared as [ESCAPE].
The second bug could cause the game to freeze for all players on the server.

There are several alternatives to this plugin, but there is one key difference. In other plugins, all + and # symbols found in nicknames are removed. This plugin works slightly differently.
In nicknames, all # symbols are still removed, but + symbols are removed only when necessary. For example:
The nickname +cc will display correctly in menus, so the + will not be removed.
In the Kill Assist plugin, a double kill like Player1 + Player2 will display correctly.
The nickname +c +f +w! will be changed to c f w!, as such a combination displays incorrectly in any AMXModX menus.
